This document explains the distributed materials and proceedings from the 14th Satellite Broadcasting Working Group meeting held by the Ministry of Internal Affairs and Communications (MIC) via web conference format from 13:00 to 15:00 on August 21, Reiwa 7.
Current Status and Challenges of 4K Broadcasting and 4K Content Distribution
The meeting provided detailed reports on the latest initiatives by broadcasters regarding 4K broadcasting and 4K content distribution. Currently, Japan's 4K broadcasting has reached a technically stable phase, with viewer numbers steadily increasing. 4K content production and distribution have become particularly active in sports broadcasting, movies, and documentaries, with the transition from conventional HD broadcasting progressing.
Japan Broadcasting Corporation (NHK) 4K Strategy
NHK submitted material 14-1 regarding their 4K broadcasting expansion strategy and technological innovation initiatives. NHK announced plans to strengthen their 4K program production system and significantly increase annual production hours compared to the previous year. They are also simultaneously preparing technically for 8K broadcasting, actively working on infrastructure development for next-generation broadcasting services.
Analysis of International Trends in 4K Broadcasting and Distribution Services
Member Iizuka submitted analytical material (Material 14-2) on the latest trends in 4K broadcasting and distribution services in Europe, the United States, and Asian countries. In the United States, 4K content distribution by major streaming operators is rapidly expanding, while in South Korea, 4K trial broadcasting on terrestrial networks is beginning in earnest. Based on these international trends, it was pointed out that strategic responses are urgently needed for Japanese satellite broadcasting operators to maintain competitiveness.
Importance of Technical Standardization and International Cooperation
Member Uchiyama submitted proposal material (Material 14-3) regarding standardization of 4K broadcasting technology and international cooperation. For 4K technology in satellite broadcasting, ensuring consistency with international technical standards is important, and it was emphasized that cost reduction of equipment and promotion of adoption should be achieved through technical cooperation particularly in the Asia-Pacific region.
Broadcasting System Reform in the Digital Era
The meeting also discussed the ideal form of broadcasting systems adapted to the digital era alongside the promotion of 4K broadcasting adoption. The importance of reviewing the framework of conventional broadcasting systems and building a more flexible and competitive broadcasting environment was confirmed, taking into account convergence with internet distribution, diversification of viewer needs, and acceleration of technological innovation.
The article clearly demonstrates that the development of 4K technology in satellite broadcasting serves as the key to driving digital transformation of the entire broadcasting industry while simultaneously achieving improved international competitiveness and enhanced viewer services.
