This covers the materials distributed at the 18th Study Group on the Future of Simultaneous Markets held by the Agency for Natural Resources and Energy, Ministry of Economy, Trade and Industry on July 29, 2025.
The study group reported detailed examination results from both market system design and technical verification perspectives regarding simultaneous market design, which is the core of electricity market system reform. Technical verification of power generation startup and output allocation logic (Verification A) confirmed as the second interim summary that new algorithms can reduce electricity supply costs by approximately 12% compared to conventional methods, with efficiency improvements during peak hours estimated to generate annual cost reduction effects of approximately 180 billion yen. Regarding securing adjustment capacity to respond to renewable energy output fluctuations, conventional thermal power generation adjustments are being enhanced.
