Survey Research Report by the National Institute of Science and Technology Policy (NISTEP), part of the Ministry of Education, Culture, Sports, Science and Technology (MEXT). These reports are conducted as fundamental research necessary for the formulation and promotion of Japan's science and technology policy, covering diverse research themes including science and technology systems, research and development trends, innovation policy, and international comparative analysis. The institute conducts specialized analysis on understanding the actual state of research and development activities at universities, public research institutions, and private companies; challenges in fostering and securing research personnel; effective promotion strategies for industry-academia-government collaboration; and strategic development of science and technology diplomacy. It serves a policy planning support function toward the realization of evidence-based science and technology policy (EBPM), being utilized in the formulation of the Science and Technology Basic Plan and the design and evaluation of various policy programs. Positioned as important policy research that also has policy recommendation functions for improving international science and technology competitiveness and creating sustainable innovation, it contributes to effective policy formation through collaboration with the research community.
