The Ministry of Economy, Trade and Industry (METI) announced on August 15, 2025, the Production Capacity and Operating Rate Index for June 2025, providing detailed analysis of equipment utilization status and production capacity trends in domestic manufacturing industries.
Trends in Manufacturing Production Capacity Index The Manufacturing Production Capacity Index (base year 2020) for June 2025 was 95.9, recording a month-over-month increase of 0.2%. Year-over-year, it showed a decrease of 1.9%. By industry, electrical and information communication machinery increased 0.9% month-over-month, production machinery rose 0.7%, and electronic components and devices gained 0.2%, while petroleum and coal products declined 0.7%.
Changes in Manufacturing Operating Rate Index The Manufacturing Operating Rate Index reached 103.1, showing a month-over-month decrease of 1.8%. The original index was 104.1, representing a 3.9% year-over-year increase. Industries that declined included transportation equipment with a 5.4% month-over-month decrease, production machinery down 4.9%, and general-purpose and business machinery down 3.8%. Conversely, steel and non-ferrous metals rose 2.0%, metal products increased 1.9%, and petroleum and coal products gained 2.3%.
Overall Mining and Manufacturing Indices The simultaneously released Mining and Manufacturing Indices showed the Production Index (seasonally adjusted) at 103.3 with a 2.1% month-over-month increase, Shipment Index at 101.4 with a 0.8% decrease, Inventory Index at 99.2 with a 0.3% decrease, and Inventory Ratio Index at 106.4 with a 0.9% increase. Comparing final to preliminary figures, production, inventory, and inventory ratio were revised upward, while shipments remained unchanged.
Data Provision and Access Detailed results are provided through the Production Capacity and Operating Rate Index overview booklet and the Production, Shipment, Inventory, and Inventory Ratio Index final report overview booklet (PDF and HTML formats), with time series data downloads also available. Past result summaries and information on index creation and utilization methods are also published on the METI website.
